From the source

Injury-hit Napoli visit Porto in the Champions League tonight, with Rasmus Hojlund expected to return to the line-up, but Kevin De Bruyne unlikely to start due to an ankle problem.

It kicks off at 21:00 CET [20:00 GMT] at the Estádio do Dragão. Napoli have only 13 outfield players available for selection, including De Bruyne, who was subbed off in Sunday’s 2-0 loss to Juventus with a twisted ankle.

Multiple sources, including Sky Sports and Gazzetta, claim that the Belgian is unlikely to start, so Billy Gilmour will get the nod in central midfield, replacing Scott McTominay and Zambo Anguissa.
