From the source

Cole Palmer has been omitted from the England squad by Thomas Tuchel ahead of next week’s international break. The Three Lions wrap up their UEFA Nations League campaign by hosting Croatia at Wembley Stadium before travelling to Spain to take on the world champions at the Metropolitano in Madrid.

Tuchel has handed first call-ups to Borussia Dortmund midfielder Jobe Bellingham and Fulham attacker Josh King, while Arsenal pair Declan Rice and Ben White return to the fold.

Despite being fit and available, Palmer has been left out of the squad after the Chelsea star withdrew from the last international window. Manchester City‘s Phil Foden has also been omitted.
